Strenghtening the National and Local Integrity Systems

Rooting out corruption is a high priority on the country’s reform agenda. It is also a key requirement for its European integration processes.The latest trends and analyses show that corruption remains one of the most acute development problems.Serious action has been undertaken to fight corruption at both central and level in the past, with UNDP’s support.

UNDP recently helped prepare the New State Programme for Prevention and Repression of Corruption 2011-2015. The process showed that one of the major issues requiring immediate action is the need to strengthen the existing national and local integrity systems. This will help overcome significant obstacles for good governance, equality services and foreign investment in the country.

The overall objective of this project is to contribute to the achievement of the country’s long-term goals related to the EU integration processes and fight against corruption. It is helping the citizens get an easy, friendly, equitable and corruption-free access to services provided by central and local level institutions.

Results

Based on the in-depth assessment of the current state of integrity within the public sector, experiences from the region and comparative analysis with functional integrity systems in EU countries, an integrity system concept was developed with a focus on public administration and local government.

A model integrity system was piloted in the 9 municipalities of Petrovec, Aerodrom, Veles, Kocani, Kratovo, Gevgelija, Strumica, Brvenica, and Gostivar.Training was conducted for the staff of the pilot municipalities to raise their awareness of the concept and structure of integrity systems and the most effective ways of introducing such systems in their municipalities.

An assessment and field analysis of the current level of transparency and accountability at local level was conducted. And to address the gaps identified in this assessment, the project supported the development of new accountability and transparency mechanisms/tools by CSOs with the use of technology and innovative social media tools.

These new social accountability tools will have the following benefits:
- Citizens will have better access to information from their local government, including information on municipal priorities, official decisions, budget, council sessions.
- Citizens will be able to monitor the administrative and financial performance of their local government and demand accountability for the services they receive.  
- Citizens will be able to publish comments, complaints and suggestions for improving the functioning and service delivery of their municipality and will receive feedback on these issues.
- Greater transparency and accountability in local government will help towards preventing corruption at local level.

Outreach activities were organized in 8 pilot municipalities to inform the citizens and raise their awareness about the new mechanisms for citizen-government interaction which will increase the transparency of local government and reduce opportunities for corruption.The message of these activities was reinforced with the official signing of anti-corruption policies by the mayors of these municipalities, proving the commitment of the top management of the municipalities  to implementing the rules and standards for the introduction of integrity systems and preventative anti-corruption measures.

An expert policy-analysis was undertaken with a focus on possible approaches to amending the Law on the Prevention of Corruption so as to cover the introduction of integrity systems in public administration.

Internal processes at the SCPC were streamlined to improve inter-institutional cooperation on issues related to corruption. An application for monitoring and evaluating the SCPC’s State Programme for the Prevention of Corruption and Conflicts of Interest was developed. This software automated and made more efficient the process of collecting data from all 102 institutions obliged to report on the implementation of activities entailed in the Programme.
