This policy paper commissioned by UNDP aims to provide recommendations to national decision-makers in the area of climate change and economic development on the implementation of the European Emissions Trading Scheme. It capitalizes on the best practices and lessons learned of the Republic of Bulgaria in the field of monitoring, reporting and verification of greenhouse gas emissions and emission trading.
